The Ministry of Labour & Social Development in its new approach affirmed the importance of community partnership among civil society organizations and the private sector in accordance with the requirements of local, regional and international transformations and changes as well as the national economic strategy of 2013 AD.

 

Community partnership requires a vision and mechanism based on rules of mutual understanding among all sectors and thus, achieving positive impact, a process that is based on legislation and legal references working in accordance with the work disciplines that organize the relationship among these parties in facilitating activities, programs and plans.

 

Community relationship areas:

  • Pastoral, rehabilitation and training programs as well as projects concerned with persons with disabilities, the elderly, children and begging.
  • Developmental programs and projects concerned with the community development affairs and upgrading its members including productive families programs.
  • Developmental, pastoral and rehabilitation programs management.
  • Activities that are in line with the Ministry policies regarding community partnership.

Why community partnership commission

  1. To establish and promote the new approach of the Ministry aiming at interaction and communication among governmental, non-governmental and private organizations in bringing about the comprehensive development process to deepen mutual trust among sectors.
  2. To develop, spread and define the concept of community partnership as a new approach.
  3. To create interactive environment based on legal and legislative frameworks to promote community partnership approach.
  4. To give civil society including non-governmental and private organizations to be near from segments of society and to provide services and initiatives to treat the gaps.
  5. To broaden the a wide base of employers in the society without depending on the single base of the community work, thus, leading to the rule of a real partnership based on transparency and mutual respect.

Partnership Stakeholders

 

A partnership between the Ministry of Social Development and:-

1- non-governmental organizations(NGOs) based on specializations and objectives of the works of associations including but not limited to, partnership in the field of disability with associations working in the this field as well as other associations depending on their specialties.

2- The private sector, with which a contract is made according to the commercial registry which allows these institutions to work in the fields of social work.

3- International institutions with expertise in the fields of social work.

6. Community partnership committee, to which a decision shall be made by the Minister of Social Development, shall be the technical and legal reference and shall exercise its functions. It has relations with the senior management and various sectors of the ministry.

 

Tasks of Community Partnership Committee

 

7. Preparation of community partnership policy.

8. Studying plans, programs and applications regarding the partnership, determining mechanisms and following-up their implementations, monitoring and evaluating the level of performance. 

9.Reviewing contracts and agreements made between the Ministry and parties to the partnership and verifying the level of achievement.

10.  Communicating with government agencies and civil society organizations and working to establish the foundations of a real partnership with these parties.

11.  Submitting proposals, facilities and views to develop and evaluate the performance of partnership.

12.  Submitting reports to the supreme committee in the Ministry and discussing the same. Executing the regulations and decisions made by the Ministry regarding community partnership.

13.  Preparing reference guide for the administrative, financial, technical and legal procedures of contracts with the partners.

14.  Suggesting studies and submitting reports that support the capabilities contained in the field of community partnership.

15.  Maintaining the public capital and codifying its distribution so as to have positive return on the individuals and families.

  • The Tenders Committee announces the projects and programs that require partners by publishing public tender in local newspapers or calls upon companies and institutions to engage in limited tender.
  • According to the invitation, Companies and institution offer their tender regarding the offered tender.
  • The Tender Committee studies the financial and technical evaluation of the bids submitted for the partnership and privatization programs and meets with partnership committee to discuss on reporting the same to Her Excellency the Minister for approval.
  • Contracting between the Ministry sectors in accordance with the specialties of every sector and the institutions and associations being approved to enter into partnership is made through the management of financial and human resource after the approval of the Chairman of the Tenders Committee.
  • Coordination between Department of Public Relations and the Partnership Committee is made to assume the responsibility of the announcement of projects and programs.
  • Legal affairs to complete contracting procedures to be approved by the senior management.
  • Legal affairs in the Ministry to provide the approval of the final contracts.
