The Ministry policy is derived from the values of Heavenly Law and Islamic Shari’a that guide the society , towards charitable and voluntary work and reciprocal responsibility; the provision of munificent life for the individual, and to maintain his dignity and rights.

- Partnership and participation, and the integration principles between the parties of the developmental process including the Governmental Sector, and the national and private sectors.

- Transparency and democracy, and ascertaining the optimum use of resources through social and charitable work that is characterized by democracy and the ability for achievement and impeachment.

- Individual’s endowment in the developmental process, and the adaptation of the developmental policy that takes care of talents and initiatives, and encourages and values the voluntary work.

- Practical and scientific values, and the adoption of a policy that provides welfare and social protection for all of the society categories, and encounters the problems of poverty and alienation.
With the beginning of its formation in the thirties of the previous century, the State in Bahrain has given its concern about social development issues. The early discovery of oil has contributed in speeding the pace of developing the infrastructure, and establishing the foundations of a modern State by opening schools and providing medical services through hospitals that are supported by the State.

Following the formation of the first Government in 1970 in accordance with Decree No. (3) for 1970 to appoint a chairman and the state council members, and reads for the Government department , Mr. Jawad Salim Al Arrayed was appointed the Head of Labour and Social Affairs Department and member of the state council. Following the declaration of Bahrain independence in 1973 and joining the membership of the United Nations Organization and the Arab Countries League, the first ministerial formation was announced after the period of independence during which Mr. Ebrahim Humaidan undertook the Ministry of Labour and Social Affairs.

The Ministry of Labour and Social Affairs has assumed the responsibility of providing work opportunities for Bahraini of both sexes, and took the initiative of establishing the directorate and sections that are concerned with work and workers matters and issues, and preparing the plans and  programmes in order to improve the abilities and efficiencies of the Bahraini worker so that he can become capable to participate effectively in the social development plans. With the evident improvement in different sectors of the State during the eighties and nineties and because of the unlimited support from the State, it was necessary to give the developmental and social work more attention as a natural response to meet the expansion of the society’s requirements.

Such development necessitated cooperation between Governmental establishments and the civil society organizations with the aim to find the best possible means of care for the human being, to rehabilitate and prepare him to become an active and productive member in order to serve his country. It is worthwhile to mention that the month of January 2005 is considered a distinguished event in the march of social development in the Kingdom of Bahrain when issuance of the Kingship Decree No. (29) was made deciding, the separation of the social affairs sector from the Ministry of Labour so that the social affairs to become an independent Ministry, and appointing Dr. Fatima Bint Mohammed Al Bulooshi to head this Ministry. Following that, the Decree No. (73) for 2005 was issued to change the Ministry’s name to “ The Ministry of Social Development”.

To keep pace with these achievements, the Ministry of Social Development pursued to work on the dissemination of social welfare and social rehabilitation to a large group of citizens who are in need of these services, and prepared different programmes that contribute in the improvement of the living level of needy families through self-work opportunities that ensure munificent living for the Bahraini individual in his society.
