The Kingdom of Bahrain has, through its social policy employed by the Ministry of Social Development and other partners concerned with social question, implemented all the international recommendations and directives that were adopted by the Kingdom and supported by its civil society organizations. Such implementation comes as a reflection of the strong belief, as embodied in the objects and programmes set by the Ministry, that the effectiveness of civil societies is a reflection of the increasingly important role and contribution of different social forces in the advancement and development of the society. With the above in mind, the Ministry of Social Development adopted various measures to enhance the effectiveness of civil societies, by furthering co-ordination among them and offering them facilities for carrying out their activities and organisation of events in a manner that achieves their objectives. Further, the Ministry is always keen on ensuring that civil society organisations should take part in all seminars, conferences and workshops that the Ministry organises, which will undoubtedly increase the abilities of members of such organisations. The Ministry strongly believes that such civil organisations rank third as a social and economic force after the public and private sectors. This force has an essential role to play in solving and tackling social problems as they represent an important part of civil society organisations that assume an increasingly important role as a result of the rapid socio-economic changes currently witnessed in the world.


The Vision:

The Ministry is looking forward to enabling the Non-Governmental Organizations sector in the Kingdom of Bahrain so as to assume new roles that they can play especially in the light of social and economical changes, and the pressing need to create new models for national development work through which the introduction of development work mechanism that do not aim for profitability, can be made. The NGO's undertake in partnership with the State, the administration and improvement of developmental and welfare establishments and hence developing the institutional infrastructure of these establishments, and taking them out from the sphere of charitable work that has short term returns towards the development and improvement of the Bahraini society. This is done through many centers that work on providing the financial resources, institutional support, and specialized consultancies and also assisting in the requirements of places for the establishments. The Ministry can announce now about the commencement of a new stage of developmental social work or what is known as the stage of releasing the society’s capabilities in the limitless development and improvement. 


The Mission:

The Ministry has undertaken the allocation of a complete directorate in its new structure under the name of “Non-Governmental Organizations” which translates the importance that is given by the Ministry towards the NGO's and its view of the necessity to support and enhance their work. This is done through a more organized framework and more concentration to upgrade the abilities of these organizations, and to provide means of financial and technical support to them, in addition to better follow-up of their activities, and improving the type of services offered to them by the Ministry.


Objectives:
 

  1. To implement the Ministry’s policies in the field of NGO's.
  2. To conduct researches, studies, workshops, and seminars that ensure the activation of the civil society organizations, and to prepare proposals and work strategy in the field of NGO's.
  3. To provide technical and scientific advice in the field of NGO's.
  4. To review and develop rules and regulations and by-laws that organize the work pattern of NGO's.
  5. To prepare and execute the activities and programmes that ensure achievement of the Ministry’s objectives in the field of national organization.
  6. To examine the problems and obstacles that are encountered by the NGO's, and to put the solutions that ensure the improvement of its work performance.
  7. To gather and classify the data pertaining to NGO's.
  8. To work on supporting and developing the partnership between the Ministry and the civil society organizations.
  9. To declare and register the national establishments that operate under the umbrella of the Ministry of Social Development.
  10. To implement the necessary programmes for the preparation , qualification, and training of the operating cadre in the field of voluntary work.
  11. To apply the Law Provisions in the field of financial and administrative monitoring of NGO's.
