Licensing and Publicity for Rehabilitation Centers Service

The Ministry of Social Development is responsible for setting the conditions and procedures for licensing the establishment and operation of rehabilitation centers and institutes, homes for care and accommodation, and workshops for persons with disabilities, with the obligation of all old and new civil and private institutions to fulfill the registration requirements according to Resolution No. 64 of 2010. The Ministry’s Social Rehabilitation Department also assumes the role of Supervising the facility, making periodic visits to it to verify its services, and writing technical reports in this regard.

    The license applicant must fulfill the following:

    First: If he is a normal person:
    • The applicant must not be less than 25 years old.

    • The applicant must be of full capacity and no final judgments have been issued against him in a felony or misdemeanor involving moral turpitude, dishonesty, or public morals unless he has been rehabilitated.

    • The applicant should have the financial means to finance the establishment and operation of the facility, according to what the Ministry decides. The application shall indicate the source of financing the facility, the amount allocated for its operation, and the ability to continue financing it.

    • To be able to manage the facility by himself or through a manager appointed by him so that he - or whoever he appoints - fulfills the conditions stipulated in Clause (3) of Article (4) of this Resolution.


    Second: If it is a legal person:
    • The applicant should have a responsible manager to represent him before others so that he fulfills the conditions stipulated in Clause (3) of Article (4) of this Resolution.

    • The applicant should have the financial capabilities to finance the establishment and operation of the facility as determined by the Ministry, and to indicate in the application the source of financing the facility, the amount allocated for its operation and the ability to continue financing it.

    • Provide evidence of the approval of the entity in which he/she is registered.
