Productive Home (Licensing) office


The office is responsible for registering and following-up applications for applicants to the center or the list of unemployed families and individuals, or the list of families receiving social security, and working to follow up the approvals required to grant the product home registration from ministries, state institutions and relevant authorities.

The office also issues licenses for the productive home (registration card, certificate, and advertisement by which the house is known).

The Ministry issued Resolution No. 19 of 2011, including production activities that can be practiced from the productive home, as these licenses are granted after completing the approval of the competent authorities from the relevant ministries.

Productive activities that can be practiced from home:
  1. Embroidery, design and sewing of women's clothing, sheila and abayas.
  2. Designing and shaping gift boxes.
  3. Manufacture of antiques, pottery and pottery by hand.
  4. Computer design of event cards and electronic presentations.
  5. Artistic and handicraft works and technical and plastic drawings.
  6. Photographing events, weddings and conferences.
  7. Mixing, selling and packaging incense and perfumes.
  8. Computer advertising design.
  9. Packing and binding school books and preparing school aids.
  10. Flower arranging and home gardening.
  11. Simple accessories and ornaments.
  12. Hand weaving and carpet work.
  13. Cooking lessons.
  14. Watch repair.
  15. Selling stamps and rare coins.
  16. Simple laundry and ironing work.
  17. Manufacture of nets and fishing cages.
  18. Wedding and events services (except for hairdressing and make-up activities)
  19. Manual shoe repair and polishing.

  21. Meat-free home cooking of all kinds, sweets without white cream, pickles, spices, agar, flour and all kinds of dried grains, dried nuts, dried vegetables, dried fruits, dried fish and dried shrimp.

The health requirements issued by the Ministry of Health are adhered to to ensure the safety of the food product and its compliance with health requirements, and the approval of all relevant authorities is obtained to practice other professions and adhere to the conditions and controls proposed by those authorities.


Finance:

Holders of a Khatwa license for home projects can benefit from financing with soft loans from the family bank, in addition to the facilities provided by the Labor Fund (Tamkeen), the Development Bank and any financing agencies in the Kingdom in accordance with the approved systems and procedures.

Marketing:

The Ministry of Social Development markets the products of home entrepreneurs through several outlets with full support by extending bridges of cooperation between productive families and the local and international market, their products are presented and marketed without calculating any amount of rent or a percentage of their sales, as the complex has become a main tourist destination that attracts a large segment of the Kingdom's guests in addition to the citizens.

As well as marketing family products at Bahrain International Airport, where more than 40 productive families benefit from this outlet, as well as at the Al-Saya Center for Home Projects in Muharraq region, in addition to marketing opportunities for production units in the production centers. As for the Sitra Center for productive families, it is an incubator and a marketing outlet for pickles, spices, agar and flour.


Providing facilities to those who have obtained the registration of the productive home office by taking advantage of the services provided by the public and private sectors:
  1. Benefiting from the insurance services of the General Authority for Social Insurance, through the optional insurance that guarantees the family’s future pension.
  2. Take advantage of the customs facilities at the border outlets to market their products, as families were exempted from issuing a certificate of origin, which costs 50 dinars for each product, provided that the total amount of goods does not exceed 500 dinars, and they are treated as personal goods.
  3. Participation in internal and external exhibitions held by the Ministry of Social Development.
  4. Benefit from the services provided by the productive families centers in the Ministry, such as production and marketing.
  5. Benefit from the services of the training and production units available in the social centers.
  6. Nomination for the award of Her Royal Highness Princess Sabeeka bint Ibrahim Al Khalifa for encouraging productive families, and for local, Arab and international prizes and competitions in the same field.
  7. Obtaining advanced training in the field of the profession in which the family works in order to become an employer.
  8. Benefit from the services provided by the supporting centers in the Ministry, such as the Centers of Excellence for Microenterprises and the Design and Innovation Center, with the aim of transforming from productive families into entrepreneurs.
  9. The possibility of dealing and contracting commercially with all ministries, commercial establishments and individuals by adopting the product house registration number as a name or legal reference for dealing.
  10. With the legality of the home product license, marketing on electronic platforms and communication sites is possible.
The mechanism of obtaining productive home licensing:
  1. Applications are submitted at the registration office at the Step Center for Home Projects by filling in the special form available in all productive families centers and the official website of the ministry https://www.social.gov.bh.
  2. In the event of obtaining the approval of the concerned authorities (Ministry of Interior, Ministry of Health for requests related to food production, municipalities), the request is submitted to the decision committee formed by the Ministry of Labor and Social Development.
  3. After the approval of the decision committee, a special card is issued containing the family's information and the registration certificate for the produced house.
  4. The family is notified of the result via registered mail, where the card and the registration certificate are sent to the applications that have been approved. As for the applications that have been rejected, a letter is sent showing the reason for the rejection, and the family has the right to appeal within 30 days of receiving the letter.
  5. An A4 billboard containing the type of activity and the registration number shall be hung on the home of the producing family.
  6. The applicant for the license shall pass the prescribed preparation and training stages.
  7. A special file containing all the family's information is opened from the first day of joining the program to be a personal reference about the family and a source of information that can be consulted.

The mechanism of obtaining a product home registration:
  1. the applicant must be Bahraini, and his age must not be less than 18 years old.
  2. An individual is entitled to have only one product house listing.
  3. the applicant is not the owner of a commercial register.
  4. The applicant must be one of the individuals residing in the house, or the owners or renters of it.
  5. The applicant must provide evidence of the home owner's approval to engage in the productive activity in the home in case the home is not owned.
  6. To submit evidence of obtaining approval from all relevant authorities.
  7. The productive activity required to be practiced must be among the activities issued by Resolution No. 19 of 2011 and the Resolution of the Ministry of Health in this regard.
  8. The applicant must not work in the government sector.
  9. The activity must not disrupt the interests of the neighbors or cause any disturbance in any way (good neighborliness).
  10. The project must not cause harm to public health or the environment, as approved by the competent authorities.
  11. Domestic activity must not violate any law or regulation.
  12. The applicant must adhere to the principles and teachings of the true Islamic religion and societal values.
  13. The activity should not change the residential nature of its location.
  14. The home establishment must have all the equipment and requirements for practicing the activity, as approved by the competent authorities.
  15. The activity must be carried out in a separate section of the house (for special activities that require it).
  16. The licensee should carry out the work by him/herself or with the help of the family.
  17. The person resides in the house from which he/she carries out the activity.
  18. The license shall be for one activity only.
  19. To be on the list of permitted activities, and to obtain all approvals from the relevant authorities.
  20. The place shall be appropriate and equipped with all requirements of health, safety, security and general cleanliness.
  21. The licensed entity has the right to stop or close any activity that does not comply with the terms and regulations.
  22. The licensing body must be notified in the event of a change in the location or type of activity.
  23. Providing active means of communication with the activity (phone - e-mail - optional website).
